These are the complex projects idealised in entry-level Project Management training courses that succumb to ‘command and control’ techniques, which are most people’s concept of project management. Heavy emphasis is placed on baseline schedules and budgets, which are adjusted only through a tortuous change control procedure.
Such an approach is very efficient for relatively straightforward, uncomplicated and predictable projects such as the construction of ‘another’ warehouse building, but can be counterproductive for many elements of a complex project.
